Yes, they're Unicode characters; they look the same on iPhone, Android and desktop. Very old devices may show boxes.
Unicode mathematical alphabets only cover A–Z; there is no equivalent for ç, ş, é and so on. They're left as they are so nothing breaks.
Instagram removes lines that contain only spaces. The bio tab inserts an invisible character (⠀) so the line is kept.
