How to make a QR menu for a café or restaurant (free, no monthly fee)
Some services charge $10–30/month for a QR menu. You don't need that: put your menu on a link and let a QR open it. Change the menu, the QR stays.

Prepare the menu
A one-page PDF or a tall image. Use large prices — it'll be read on a phone.

Put the menu on a link
Upload to Google Drive → Share → "Anyone with the link" → copy. (QR Studio also hosts menu pages.)
